I Can Prove Attendance. I Can't Prove Understanding.

A safety manager at a mid-size contractor said it in a software review, and it might be the most honest sentence in the industry:

"I can prove attendance. I can't prove understanding."

Read your own records with that sentence in mind. The orientation sign-offs. The toolbox talk sheets with fourteen signatures. The training matrix with every cell green. Every one of those documents proves the same thing: a person was present when information was delivered. None of them proves the information arrived. You'd never accept that logic on the build itself — you don't certify a slab because the concrete truck showed up; you break a test cylinder and test it. That distance — between what your records say and what your crew actually knows — is the comprehension gap, and it is worth understanding precisely, because almost every safety record in the province is built to hide it.

The gap has two halves

The first half is the one the safety manager named: present is not the same as understood. A worker can stand through the entire briefing, sign the sheet, and walk away having absorbed none of it — not out of negligence, but because listening is a low-retention activity and a sign-in sheet has no way to tell the difference between the worker who got it and the worker who didn't. The signature records the body in the room. It is silent on everything that matters.

The second half is quieter and almost everyone misses it: understood-then is not the same as understood-now. Suppose the training genuinely landed. A certificate proves a worker understood a hazard in a classroom, on a date that is now months or years in the past. Cognitive science has a precise account of what happens next. A memory has two kinds of strength: storage strength, which, once built, barely fades, and retrieval strength — the ability to actually call the knowledge up when you need it — which decays steadily with disuse. A worker can have genuinely learned the hazard and still be unable to retrieve the control on site at the moment it matters — and between the course and today's job, nobody checks. So the file can be completely accurate and still answer the wrong question. It tells you a worker once passed; it cannot tell you they still command the control for this excavation, this energized panel, this morning. The gap isn't only "did it set?" — it's "is it still there, today, on the hazard in front of him?"

Why every record looks the same

Not because contractors are lazy. Because until very recently, checking understanding didn't scale. The only way to verify that a worker genuinely grasped a hazard was a competent person sitting with them, asking questions, and listening to the answers. No supervisor can do that for fifteen workers every morning and still run the job. So the industry settled for the thing that does scale: the signature. The entire compliance apparatus — courses, certificates, matrices, sign-in sheets — is built on proof of attendance because proof of understanding was operationally impossible.

It isn't anymore. And that changes what a safety record can be — but only if you're precise about what closing the gap actually requires.

What verified comprehension actually means

Closing this gap has a name — Comprehension Assurance, quality assurance for safety training: the test cylinder that proves it set. But like QA on the build, it only counts if it's done properly. It is not a higher-quality attendance record, and it is emphatically not a multiple-choice quiz. Here is what separates real verification from the things that imitate it:

A guided dialogue that does all five — on the worker's own phone, in about five minutes — is now possible where it wasn't two years ago. That is the entire difference between a record of attendance and a record of comprehension.

The research has said this all along

This is one of the most replicated findings in safety-training research. A meta-analysis of 95 studies covering roughly 21,000 workers (Burke et al., American Journal of Public Health, 2006) found that engaging, participatory methods — the ones that require a worker to do something with the material — were about three times more effective at building safety knowledge than passive lectures and videos, and produced larger reductions in actual accidents, injuries and illnesses. Workers who have to articulate their understanding retain it. Workers who watch and sign do not. The industry has known this for twenty years; it kept delivering training the other way because the alternative didn't scale. That excuse just expired.

Who's about to start asking

Three groups are converging on the same question — how do you know they understood? The auditor asks it because COR judges training effectiveness, not just delivery. The buyer asks it because owners increasingly want leading indicators, not lagging statistics. And the court asks it because a signature collected in the morning rush is thin evidence of due diligence. What closing the comprehension gap is worth to each of them — and how it becomes a credential that wins work, funds itself, and defends you — is the subject of the overview.

The question to ask your own records

Pull the file for any worker on your roster and ask one question: if this person is hurt tomorrow by a hazard we trained them on, what in this file shows they understood it — today, not last year?

If the answer is a signature, you have proof of attendance.

The contractors who can answer with something better — a per-worker, per-hazard record of demonstrated, current understanding — are about to have a very different conversation with their auditors, their buyers, and if it ever comes to it, the court.
